 210                 EMPLOYEE DEVELOPMENT POLICY

 It shall be the policy of the Bay de Noc Community College Board of Trustees to encourage continuous employee development, which provides a benefit to the college.  The Board recognizes this development may take many forms, including but not limited to conferences, workshops and seminars attendance, membership and participation in professional and trade organizations; membership and participation in civic and fraternal organizations; course work and fulfilling degree requirements at colleges and universities including Bay de Noc Community College.

PROCEDURE:

210.1  The president has a major responsibility for implementing this policy.  All employees have a coordinating and a cooperative responsibility.  Each administrator has a responsibility to promote and encourage a positive attitude toward staff development.

 210.2  Each year administrators shall designate an appropriate amount within their department budget for staff development activities.

210.3  The guidelines used for approving employee development activities should include:

             a. Will the activity contribute to improving the performance of the college?

             b. Does the absence interfere with the performance of the college?

 210.4  The employee's supervisor must approve development activities, which require absence from work and use of appropriated funds.  Office coverage in itself should not be a deterrent to participation in development activities.  Instead, efforts should be made by the supervisor and employee to use other employees, work-study students, or part-time employees to provide office coverage. 

210.5  The president or his/her designee shall request and administrate a specific sum to be appropriated yearly for on-campus development activities in which all employees will have an opportunity to participate.  Recommendations for these activities may be suggested by any college employee.
